The Communications Infrastructure Advisory Committee (CIAC) is advisory to the Arizona Governor's Council on Innovation and Technology. The Telecom Infrastructure Strategic Plan Subcommittee is charged with developing a statewide telecom strategic plan.

The State Strategic Plan will provide the vision, framework and strategies for the development of a statewide communications (advanced telecommunications and broadband) infrastructure to support business, education, economic, and community development throughout the state of Arizona.
